The European Commission's impact assessment accompanying the proposal, SWD(2022) 282 final, prices the obligations per product: technical documentation, conformity and reporting exploited vulnerabilities and incidents to ENISA. It puts that line item at about 9% of an assumed EUR 140.000 average product development cost, so roughly EUR 12.600 per product.
The assessment says of that 9% figure that it "could however not be verified", so treat it as the Commission's estimate rather than as an established cost. The annual plan costs 8% to 12% of that estimate.
